Job Description

The Housing Director is responsible for oversight of senior housing and resident services to ensure the delivery of the highest quality services to CAPHR senior and disabled housing residents. Develops an organization and management support team to enable CAPHR to meet and exceed service level requirements for each resident and funding source. Responsible for the coordination, implementation and planning of all housing activities in accordance with HUD and CAPHR Executive Management.

SUPERVISION:

Received: Works under the direction of the Chief Operating Officer and general supervision of the Chief Executive Officer.

Exercised: Oversees the Assistant Housing Director and the Housing Managers.

RATE: 

JOB RESPONSIBILITIES:

  • Design, support, manage and direct program initiatives to ensure delivery of the highest quality services to our residents.
  • Liaison between CAPHR and local HUD field offices, assures all pertinent HUD notices are disseminated to appropriate housing personnel.
  • Manage and analyze organizational processes for problem solving and process improvement.
  • Support staff to ensure an efficient and operationally sound team and customer service centered approach to senior and disabled resident care.
  • Support and direct Assistant Housing Director on training and technical assistance needs of the Housing Managers.
  • Partner with leadership to position and successfully represent CAPHR services to the local community, state and federal agencies, and to assist in brand awareness to promote CAPHR.
  • Works in conjunction with the Facilities Director to ensure maintenance technicians are receiving proper training and sites are maintained to HUD/Management standards.
  • Coordinate with Facilities Director for site specific routine or repeat contractual vendor agreements and report status of vendor performance.
  • Monitor adherence to rules, regulations and procedures.
  • Guide and direct, housing managers to obtain data and information necessary to evaluate program effectiveness.
  • Facilitate and lead Housing Managers in the analysis and tracking of state and federal reporting requirements, as well as internal tracking and reporting.
  • Responsible for the communication and executive management notification of any/all events occurring in senior, disabled resident facilities that effect residents, staff and may directly impact CAPHR.
  • Develop a communication plan with all direct reports as to daily/weekly/monthly events, corrective actions, new or revised policies, operations manager reports, to provide executive management current state of readiness for all facilities.
  • Assist the Facilities Director in developing and maintaining site-by-site needs assessments lists.
  • Evaluate program opportunities and recommendations for effectiveness.
  • Liaison with executive management, assist in the development of strategic plans for operational activity. Implement and manage operational plans.
  • Continually investigate and introduce process improvement measures and present suggestions to Chief Operating Officer.
  • Talent management, attracting, hiring, engaging and developing talented people to build capabilities required for the organization to perform at high levels.
  • Provides assistance in the development of funding grants and new funding opportunities.
  • Conduct, organize training for housing staff, from tenant selection through ongoing management of the property ensuring completion in accordance with HUD.
  • Responsible for attaining 100% occupancy rates at all facilities.
  • Contribute to budget process and monthly budget meetings.
  • Implement training programs for staff and identify training opportunities.
  • Maintain professional boundaries with all current, past, and prospective clients, and maintain the confidentiality of clients and staff, in accordance with CAPHR policy and procedure.
  • Abide by all CAPHR Safety policies and procedures.
  • Present professional and positive image as a representative of CAPHR.
  • Responsible for having adequate knowledge of all CAPHR programs to make referrals to other CAPHR programs which are beneficial to the client and his/her family.
  • Perform other related duties as required. 

REQUIRED SKILLS AND ABILITIES:

  • Valid driver’s license and ability to travel as needed. 
  • Demonstrated leadership experience, including 5–10 years in supervisory or management roles. 
  • Experience managing budgets and financial resources (minimum of 5 years preferred). 
  • Strong communication, interpersonal, and public relations skills, with the ability to represent the organization in a professional and welcoming manner. 
  • Excellent organizational, problem-solving, and decision-making abilities, with a focus on goal setting and results. 
  • Commitment to maintaining confidentiality and upholding a high standard of ethics and professionalism. 
  • Proven ability to adapt to change, take direction, and respond effectively to supervision. 
  • Strong work ethic and dedication to continuous professional growth and leadership development. 
  • Genuine interest in the aging population and a demonstrated commitment to supporting the well-being of older adults. 
  • Dedication to delivering high-quality services and maintaining a positive organizational image.

EDUCATION AND/OR EXPERIENCE:

  • Minimum four years of College Education in Human Services field. Experience will be considered in lieu of education.
  • Experience in operations management, customer service in a senior care environment.
  • Proficient in Microsoft Office applications, including Outlook, Excel, Word, and PowerPoint.
  • Ability to drive statewide on weekly basis – multisite.

PREFERRED EXPERIENCE:

  • Knowledge of local service networks is essential.
  • 6+ years working in a management position in an elderly care environment
  • 6+ years working for a nonprofit
  • Knowledge of local, state and federal housing program rules and regulations.
