The incumbent of this position is responsible for:
Providing leadership and direction to all program staff, and for all aspects of planning, implementation, review and reporting. The Director oversees the general management, administration and day-to-day program management, including budget management, grant writing and purchasing, child care programs, curriculum, community services, outreach, marketing, staff development and performance evaluations. The Director facilitates Governance and Management Responsibilities with the Policy Council and CAPHR Board of Directors.

Received: Works under the direct supervision of the Chief Operating Officer, and general supervision of the Chief Executive Officer
Exercised: Direct supervision of Content Manager, Child Development Operations Manager, Child Development Fiscal and Administrative Support Specialist, CCRR Program Manager, CACFP Coordinator I, and CACFP Coordinator II.
RATE: $42.57 -$45.07
JOB RESPONSIBILITIES:
- Responsible to CAPHR Chief Executive Officer and Board of Directors;
- Overall responsibility for the development and submittal of Head Start grants with cooperation from the Head Start staff and Policy Council;
- Responsible for the development and coordination of the major content areas of the Head Start Program; education, health, mental health, social services, parent involvement, nutrition, disabilities.
- Responsible for development and implementation of the child care Resource and Referral contract.
- Responsible for development and submission of annual USDA Child and Adult Care Food Program Application, monthly meal claims, and program amendments
- Responsible for oversight and operation of the T.E.A.C.H. NH Scholarship Program
- Responsible for oversight & operation of the US Department of Labor Early Childhood Apprenticeship Program.
- Responsible for regular reporting requirements of different funding sources and timely submission.
- Overall responsibility for the hiring, firing, and supervising of all staff in accordance with Governance and Management Responsibilities;
- Responsible for supporting the oversight of day-to-day operation of centers and providing support as needed;
- Coordinate efficient practices of recruiting children; and participants
- Responsible for promotion of understanding of program through public relations media;
- Overall responsibility for liaison with local, county and state agencies and individuals within the area who can lend support to the program and local sites, education, agency/school system;
- Collaborate with Local Education Agency;
- Work closely with Head Start Policy Council and the Chief Operating Officer of CAPHR to ensure compliance with Governance and Management Responsibilities;
- Maximize opportunities for the hiring of qualified people and Head Start parents;
- Implement personnel policy developed with the Chief Executive Officer, Board of Directors, and Policy Council;
- Establish effective means of communication between centers and central office staff to include regularly scheduled meetings with staff.
- Development, maintenance and ongoing monitoring of budgets;
- Supervise purchasing of equipment and supplies;
- Receive and review monthly receipts and expenditures;
- Ensure compliance with special conditions of the Head Start grant.
- Ensure validity of parents’ involvement in decision-making processes;
- Model an attitude of welcoming acceptance of the parents’ role in the operation of the program;
- Report to the Policy Council on fiscal and programmatic matters at each regular meeting.
- Must possess a valid driver’s license and be able to travel when needed.
- Will maintain professional boundaries with all current, past, and prospective clients, and maintain the confidentiality of clients and staff, in accordance with CAPHR policy and procedure.
- Abide by all CAPHR Safety policies and procedures.
- Present professional and positive image as a representative of CAPHR.
- Responsible for having adequate knowledge of all CAPHR programs and will gather sufficient intake information to make referrals to other CAPHR programs which are beneficial to the client and his/her family.
